"FRANKFORD ARSENAL. The estimates submitted last year for the transfer of the cartridge plant at this arsenal to the now vacant rolling-mill building are again renewed. The following remarks from the last annual report are quoted as showing the necessity for this: [blockquote:] The development of our modern war material has added so much to the importance of the work at this arsenal and to the demands upon its resources that the occupancy of more shoproom than the buildings now in use contain or afford, is rendered obligatory. A new building is not required, since one built originally for a rolling mill, but not equipped with machinery, is available and well suited for the purpose.
