Approvee

I am convinced that later comparisons of cost to budgets are most effective when there is an abiding trust between the approver and the approvee.

Approval depends on the approver, not on anything the approvee does.

The request will only be honored by the approver (person approving the request), if he or she has the public key of the approvee (person requesting the approval).
