Beilin

The Chinese state news media identified the man as the deputy director of a government poverty alleviation agency in the Beilin district of Suihua, a city in Heilongjiang Province.[…] Government offices in the city of Suihua and the district of Beilin, as well as the Beilin district police, did not respond to requests for comment.

Downtown Xi'an is divided between two districts, Beilin and Lianhu. The vibrant Beilin District comprises the core downtown area within the city wall and some territory east and south of it. Beilin has more than it: fair share of ancient sites, but it's modern as well, home to upscale malls high-end hotels, and 17 universities.

A gathering place for intellectuals in the past, the antique bookstore located in Xi’an’s Beilin District has become a part of the life of some old local residents and an almost spiritual place among intellectuals. Covering about 900 square meters, the bookstore also collects and preserves old books.
