Agents at both companies have been eager to hear details of a governance plan that many believe would put Mr. Wiatt in a chairmanlike position, leaving Mr. Emanuel, perhaps still without a title, with operating control of a company that presumably would have far fewer than the 1,000 or so employees currently working for the two combined.
