Criminogenic

Bearing in mind the example of some European and American cities (e.g. Amsterdam, San Francisco) where visible street level activity linked to prostitution, drug use, and panhandling does not necessarily translate into high rates of violence, public disorder may not be so "criminogenic" after all in certain neighborhood and social contexts.
