In 1992, the estimated effects of liberalization on Hungarian and Polish exports to the EC12 were clearly larger than the predicted increases, while for the ex-Czechoslovakia they were rather close to predictions.

Figure 4 also shows that, although the EU25 broadly slowed down decision-making speed as compared with the EC12 and EC10, we find a significant difference from the EC15 only for those acts that were in the legislative process for around 200 days.
