Personocracy

Personocracy, unlike democracy, cares for each and every person and not just for the majority.

The main characteristic of personocracy is that it "promotes the participation of all members in governmental decision[s]" while showing "the same concern for the individual members of our community as the Personalized System of Instruction shows for individual students".
