The Canada Health Act does not mandate provincial nonhospital (pharmacare) programs. Each province has the discretion to develop its own pharmacare, and so coverage varies widely, as does the approach to subsidizing and monitoring the delivery of pharmaceuticals for patiens in hospitals, long-term care, and home care.

But there are big things that remain to be explained, such as how much new funding the Liberals might be willing to provide to the provinces for health care — an issue that could involve specific commitments for pharmacare and long-term care.
