Rerefiner

Before engaging in the business of a rerefiner every person shall obtain from the Department a license for that purpose effective for one year.

Rerefiners are optimistic that conditions in that industry will improve.

Refineries are unwilling to commit their hydrogen to a long-term sale to a customer like a lube rerefiner since the hydrogen might be needed at any time for some refinery processing modification.
