Those specific rules, and more to the point the enforcement of and legal wrangling over them, seems to be more-or-less unique to the US - see whackypedia for more detail.

Most Merkuns are plain dumb, and will take their information from Whackypedia or from Faux News, or blow off the whole deal and believe what the dumbasses at the lodge or the bar say.
