From 1254 to 1257 Qubilai appointed Lian Xixian to head the newly created Pacification Commission in Jingzhao (modern Xi’an), where he concentrated on enforcing existing decrees from ÖGEDEI KHAN’s reign (1229-41), limiting interest to an amount equal to the principal and emancipating all Confucian scholars held in slavery.
