The secretary-general was joined by several trailblazing women, including the world’s youngest female prime minister, Sanna Marin of Finland. She is 34 and heads a coalition government in which women lead all five parties.

“Change does not happen overnight,” Marin said.

The Marin law went into effect at varying points around the county this summer and, after grace periods, jurisdictions have begun enforcing it — but only after riders have been stopped for another infraction, like running a red light.
