A politically conservative group hoping to split California into two states is holding its convention in Redding.

"We know energy demand in Fairfield County is growing, whether it's 1.25 percent, 2 percent or 3 percent," said Joe Dolan, a Redding resident and president of Communities for Responsible Energy, an umbrella organization comprising representatives from four of the towns challenging C. L. and P.'s plan.
