Underresourcing

When the Brahimi Report enjoined the Security Council to create "clear, credible, and achievable mandates," it was voicing a long-standing sentiment in the peacekeeping community, where muddled instructions and underresourcing relative to assigned tasks have long been viewed as sources of risk for complex peace operations.

The water sector has been plagued by lack of political support, poor governance, underresourcing and underinvestment.
